I have shown two theories, the "market pull" and the "policy push" in relation to the Demand and Supply of ICTs. I believe that the best solution lies, as usual, somewhere in between the two. The concept of free market means the consumers know exactly what to look for, and the wholesalers have a wide range of products, a situation that has not yet been realized, but the idea of political affection risks to endanger the development of the whole sector, without thinking that as it is rather impossible to reach a global agreement, there will always be geographical diversities, but one of the biggest promises of Internet is the abolition of spatial distances.
